Short Description:The affordable debt restrictions proposed by the U.S. Department of Education in the Gainful Employment NPRM are likely to have a significant impact on minority students, discriminating against colleges that enroll more minority students. This suggests that the gainful employment proposals might not yield an improvement in outcomes for minority students and may reduce minority student access to a higher education.
Annotation:There is a very strong correlation between the percentage of minority students enrolled at a college and the college’s loan repayment rate. This correlation is stronger than the correlation with the percentage Pell Grant recipients at a college, as discussed in a previous report. Accordingly, the affordable debt restrictions proposed by the U.S. Department of Education in the Gainful Employment NPRM are likely to have a significant impact on minority students, discriminating against colleges that enroll more minority students. This suggests that the gainful employment proposals might not yield an improvement in outcomes for minority students and may reduce minority student access to a higher education.
