This paper calls for doing five things the authors believe are necessary to shift the focus to the needs of the ever-growing numbers of African American and Latino students who enter the postsecondary system from K-12 schools that have not prepared them for college.
Annotation:
The authors of this report chose to study California community colleges that disproportionately transfer African American and Latino students from low-performing high schools because they believe there are important lessons to be learned from colleges that have successfully confronted this significant challenge, and because this is a rapidly growing sector of the school-age population across the nation and in California. In 2008 Latinos were the single largest group of graduating seniors in California, and Latinos and African Americans together comprised almost half (46%) of all high school graduates in the state. It is urgent that the state find a way to successfully educate these students to the level of a college degree.
