Annotation:Updated from the origianl 2004 version, this paper finds that nearly 40 years after the initial authorization of the HEA, the U.S. has failed to make its promise of equal opportunity a reality. While the benefits of higher education are greater than ever, low-income students continue to lag behind in areas such as college enrollment rates, degree completion rates, and in enrollment and graduation from selective colleges and universities.
