Annotation:In most states, a limited range of affordable options exist for dependant and independent low-income undergraduates. In every state, fewer institutions are accessible to low-income students than to their median-income peers, even with loans and other financial aid. This report explains why college opportunity is unequal among states and for students within states, and compares these differences by state.
