Annotation:The authors indicate that research suggests as many as 30 percent of high school students do not earn a diploma in the standard number of years. In this document, they examine the dropout crisis and a dual attention approach, which focuses on prevention and recovery, to address the problem. The report contains sections pertaining to both prevention and recovery. Each of these sections describes several approaches which support the prevention and recovery processes. The authors conclude with some comments on constructing an integrated system of options to respond to the dropout problem. They also suggest potential starting points from which states can begin addressing this issue.
