Annotation:This report addresses the need for development of a “large scale, flexible, and open” system offering education and training for high-wage, high-demand jobs to welfare recipients, the unemployed, and underemployed. Career pathways provide a framework to allow separate agencies providing employment and training to work together to offer the comprehensive services and support needed to assist low-income individuals in gaining long-term economic self-sufficiency.
