Annotation:This brief argues that socioeconomic integration provides a more powerful way of promoting academic achievement than racial integration. At the same time, in order to enhance racial tolerance, in those jurisdictions where economic integration does not produce adequate racial integration as a byproduct, districts should use race, along with socioeconomic factors, in student assignment.
