Annotation:This report describes student characteristics and educational outcomes at community colleges. Completion and transfer and surrounding issues are examined, and a review of research on student outcomes at community colleges is conducted. In addition, a program of empirical research on institutional graduation rates is initiated, with analysis of community college graduation rates by developing a benchmarking system that evaluates college performance, in light of differences in college characteristics.
