This report outlines the case for an education amendment to the US Constitution to reduce radical disparities within and between states in necessary resources and funds allocated for the education of the nation’s public school students. In the present system, millions of low income students are denied a quality opportunity to learn. The quality of public school systems in the United States largely reflects the wealth, place, and color of the students and communities served. The report argues that an education amendment to the US Constitution is the best way to ensure efficient use of national resources; abrogate place, wealth, and color as markers of education quality; and improve overall quality of education in the US.
